Voters in six Nebraska counties rejected a proposed bond issue that would have raised the tax levy cap for the Papio – Missouri River Natural Resources District. General Manager John Winkler is disappointed with the close results – 48.9% for but 51.1% against.
Winkler says, “We had the opportunity to spend a lot of time educating the citizens about the risks. So everyone is aware now of the risks and that is our job. Letting people know this is what you face. This is the cost of action and this is the cost of in-action.”
The Papio – Missouri River NRD recently conducted a study of how the current system would react to a 100 year storm. It showed it could result in about $2.1-billion in damage. Winkler says residents now know what they face.
Meanwhile, Winkler says the Papio -Missouri River NRD will use the tools they have available to move forward. He says even though this bond issue failed there is other funding out there and they will have to get creative to try to continue to provide a certain amount of protection.
