Senator Johanns has set his sights on federal regulations.
Johanns has filed three pieces of legislation seeking to rein in regulations. One would place a two-year moratorium on any new federal regulations. Another would prevent the Environmental Protection Agency from regulating farm dust. The third would prohibit federal agencies from issuing guidance rules when Congress won’t approve regulations.
Johanns accuses the Obama Administration of using “guidance” rules to get around Congress. He says the EPA issued “agency guidance” on clean water rules after Congress failed to pass the regulations. Johanns says a business owner doesn’t see much difference between a letter informing him of an “agency guidance” and one setting out federal regulations.
