The Douglas County Attorney is charging Orling Carrasco-Zelaya, also known as Edwin Elvir-Palma, with felony motor vehicle homicide and DUI in connection with the death of Margarito Nava-Luna Saturday. Video surveillance from earlier in the evening placed the suspect and victim together at a bar. The video shows Carrasco-Zelaya driving a car with Nava Luna in the passenger seat. After striking Nava-Luna, Carrasco-Zelaya left the scene at 104th and Manderson Plaza. About 20 minutes later a witness called 911 to report that Nava-Luna had been struck and that the car had left the scene. Carrasco-Zelaya was pulled over by a Douglas County Sheriff’s deputy who noticed he appeared intoxicated. His blood alcohol level tested at .239, nearly three times the legal limit.
Carrasco-Zelaya is also charged with leaving the scene of an accident resulting in death. Record show this is his third DUI offense. Immigration and Customs Enforcement placed a hold on Carrasco-Zelaya stating he is in the U.S. illegally and is from Honduras. ICE will pursue deportation against Carrasco-Zelaya following the resolution of the charges in Douglas County.
